Avon council amends zoning to require special-use permits for animal boarding in industrial district

Avon City Council voted Feb. 9, 2026, to amend and adopt Ordinance No. 4-26, which modifies multiple Planning and Zoning Code sections to require a special-use permit for animal boarding in the M-1 district. Law Director John Gasior told council the ordinance had been amended on Jan. 22 and discussed in prior meetings before council moved to amend on the floor and adopt the ordinance as amended; both votes were unanimous (6-0).
The ordinance changes Sections 1222.02, 1270.03(b)(12), 1280.05 and 1280.06(nn) to add definitions and minimum lot and yard regulations relevant to animal boarding uses. The council recorded passage after motions by Council Member Mary Berges and a recorded 6-for, 0-against vote. The action means facilities proposing animal boarding in the M-1 district will now require special-use review.
