Council interviewed economic-development consultant Jason Hammond during the Feb. 3 meeting about a proposed contract and scope of services.
Hammond said he proposed "30 hours per month" to support Steubenville and that the number of in-person visits would depend on project activity. He told council he does not generally charge for travel time or meals but typically bills mileage for travel and that specifics such as travel-expense reimbursement and conference attendance would be negotiable. Council members asked about Hammond's relationships with regional entities such as the Jefferson County Port Authority and whether travel or exhibit costs for trade shows would be billed to the city.
Council and staff clarified that final contract terms including hours, reimbursement policies and deliverables would be negotiated if council decides to proceed; council and the mayor expressed support for moving forward to finalize terms.
