Lewistown tightens snow-route parking rules; ordinance to take effect Nov. 20

The Lewistown City Commission on Oct. 20 approved the second reading of Ordinance No. 1773, which changes snow-route parking rules: a snow event will be declared when four inches or more of actual or predicted accumulation is expected; Tier I streets will be subject to parking prohibitions when the City Manager declares an event; Tier II streets will follow odd/even parking between Nov. 1 and May 1.
City Manager Holly Phelps explained the amended language increases the trigger from two inches to four and shifts restricted parking hours to 11 p.m. to 11 a.m. She told commissioners that enforcement will require coordination between Public Works and the Police Department and that the Chief of Police has committed to delivering notices to Tier II residences. Public commenters said they participated in the ad hoc committee and urged careful outreach to make the change palatable.
Commissioner Robertson moved and Commissioner Buehler seconded an amendment that clarified timing language and removed certain wording about state highway plow routes; the amendment and the ordinance's second reading were approved by unanimous roll call. Phelps said the ordinance would take effect on Nov. 20 to allow for public notice and education.
