On Feb. 3, 2026, Steubenville City Council adopted Ordinance No. 2026-4 on third reading to authorize the City Manager to advertise for bids for the City Street Sign Replacement Phase 10 (City Project No. 2025-139).
Mayor Ralph Petrella announced the third and final reading and invited public comment; there were no speakers. Council member Walker called the question and the ordinance passed on a unanimous roll-call vote. The ordinance, as adopted, authorizes advertising for bids, allows the city to reject any and all bids, and authorizes entering into a contract with the lowest and most qualified bidder and execution of required contracts.
The ordinance is recorded as taking effect March 5, 2026. The minutes do not record contract award details — those will follow competitive bidding and a subsequent award resolution or contract approval.
