Phelps told commissioners the agreement is standard, requires quarterly reports and stakeholder meetings (including Snowy Mountain Development and the Lewistown Downtown Association) and can be renewed or adjusted annually. Commissioner Terry asked about the agreement's length; Phelps said it is annual and boundaries can be redefined on an annual basis.
