DeKalb steps up code enforcement: faster inspections, tougher commercial enforcement and a tire task force

She said the county cleaned up "37,000 discarded tires" in one year, described a manifest-and-serial-number requirement for tire handlers, and said county teams are using camera and other evidence to trace illicit dumping to specific handlers.
