Council approves $25,000 EMPG appropriation, fireworks request, tax refunds and an attorney appointment

The Avon Town Council recommended that the Board of Finance amend the FY 24/25 budget to accept a $25,000 Emergency Management Performance Grant (EMPG) and appropriate the funds for Emergency Operations Center updates at the Avon Police Department. Emergency Management Director Bruce Appell said the grant funds are reimbursable and must be spent by September 2025 and listed intended purchases: TV monitors, a smartboard, window shades and a laptop.
Separately, the Council approved the Avon Lions Club’s request for fireworks on August 8, 2025 (rain date August 9) under Town Code §36‑3 and approved motor vehicle tax refunds totaling $4,992.67 (Tammy Higgins $3,838.30; Connemara Court, LLC $1,154.37). After an executive session on pending claim/litigation, the Council unanimously appointed David Hoopes of Hoopes Morganthaler Rausch & Scaramozza LLC as Assistant Town Attorney to represent the Town on a legal matter.
