Avon seeks bridge and sewer upgrades in FY25/26 CIP; Tillotson replacement and Farmington interceptor study proposed

Town Engineer Larry Baril presented the Engineering and Sewer Department capital requests on Dec. 5, outlining bridge, road and sewer priorities for FY25/26.
Baril said the Tillotson Road Bridge over Thompson Brook is in design and that $620,000 was previously approved; Council was asked to approve an additional $660,000 for construction. He noted the project is approved under the State Local Bridge Program at 50% reimbursement. On sewer matters, Baril said the Farmington Interceptor at Avon’s terminus currently surcharges under heavy flows and recommended spending $50,000 on an independent audit and design assistance to determine whether to replace the 12” section or supplement it with a larger pipe.
Baril also presented a $50,000 FY25/26 request for additional Country Club Road reconstruction design and multi-use trail planning; the project has a preliminary LOTCIP grant award of $3.6 million, although no funds from the $150,000 previously approved have been spent to date.
Why it matters: bridge and sewer infrastructure are capital projects that affect public safety and downstream costs. The Farmington interceptor issue may carry multi-town cost-sharing implications if replacement or augmentation is required.
