Suzanne, a GFL representative, said the company would provide the 96‑gallon cart at no cost and noted a small share of households historically request a second cart. ‘‘So we are providing that 95, 96 gallon cart to each 1 of your residents, at no cost,’’ Suzanne said. Council members requested clearer written terms (opt-out policy, replacement fees, how bulk pickup will be handled) and chose to defer final action to a subsequent meeting so staff could resolve open questions and provide written commitments (for example, two shredding events were requested and GFL agreed to document them).
