The Euclid Planning and Zoning Commission unanimously approved a set of variances requested by property owner Francis Demasky that will permit a new garage in the front yard of 94 East 224th Street.
Staff described the request as a change to a legal nonconforming parking area and recommended approval, noting the lot's steep slope and low traffic on neighboring dead-end streets. The commission considered four separate motions covering the change-in-nonconforming-use determination, a setback variance permitting a 4-foot distance from the public right-of-way, permission to locate the garage between the building line and street line, and authorization for a permanent off-street parking space in front of the required setback. Each motion passed on roll call with all commissioners voting yes.
Applicant Francis Demasky explained he had been considering the project since 2021, that quotes for construction were about $46,000, and that the proposed garage would ease snow removal and day-to-day life as he ages. "I'm about ready to hit 70 years old," Demasky said while describing the practical difficulty posed by the lot's topography and wind-blown snow from the lake.
Commissioners said they had visited the site or reviewed the materials; Commissioner Williams noted limited traffic and called the proposal "a slam dunk" given the existing parking pattern. The commission conditioned approvals on design review and architectural review board review where required and encouraged the applicant to follow standard permit processes. The motions recorded permanent parcel number 642-09-045 for administrative purposes.
