Commissioner of the revenue outlines multiple ordinance changes including farm‑equipment exemption and delinquency enforcement
Summary
Caroline County’s commissioner of the revenue presented a packet of proposed ordinance updates — including an exemption for farm equipment (estimated ~$230k revenue impact), authority to withhold business licenses for delinquent taxes, and uniform late‑filing penalties for food & beverage and transient occupancy taxes — and asked supervisors for direction to draft ordinances.

The commissioner of the revenue presented a prioritized spreadsheet of proposed code changes and cleanups for supervisors to consider. The proposals include exempting bona fide farm equipment (estimated revenue impact about $229,000), adding authority to withhold business licenses for delinquent taxes, implementing an exemption for businesses with net negative years, moving monthly cigarette tax reporting to quarterly, and creating uniform late‑filing/late‑payment penalties and interest for food & beverage and transient occupancy tax filings.
Commissioner staff summarized the estimated revenue and compliance impacts: "Carolina is 1 of 13 fewer than 13 Virginia localities that still tax farm equipment... It represents about 1.21% of the billable personal property revenue. So it's 229,000, basically 230,000 out of the 18,970,000," the commissioner’s staff said. Staff asked the board whether to proceed with ordinance drafts and public hearings. Supervisors directed administration to prepare ordinance language for items the board endorses and to return with recommended timing; several items were flagged for early action because they must be in place before tax-book close or the next billing cycle.
Board members asked for more detail on delinquency totals and other revenue impacts; staff said they would return with bulk delinquency numbers and refined estimates for each proposed change.
