The Lancaster County Planning Commission on March 17 approved the preliminary plat for The Point, a roughly 45‑acre commercial development along Charlotte Highway with southern frontage on Dogwood Acres Road. Commissioners voted 4–0 to approve the plat with a condition that plans include a note requiring any building over 40,000 square feet to meet the Highway Corridor Overlay District’s sidewalks and pedestrian-amenity standards.
Planning staff described the site’s two future land-use designations (growth area and core mixed use) and noted a traffic impact analysis was approved in February 2025. Applicant representative Brian Rolar (transcript label 7) said the owners will commit to off-site traffic improvements, sewer main upgrades and a lift-station improvement in coordination with Lancaster Water and Sewer District. Civil engineer Claire Folk (transcript label 15) confirmed the preliminary scope meets required 10% open space and said parcel-level pedestrian/amenity compliance will be addressed as outparcels develop. The commission’s final vote to approve the preliminary plat carried unanimously.
