Council approves first reading to classify poll workers under state election law, removing county employee classification

At the start of non-consent agenda items council considered Ordinance No. 2026-2021, a first reading to amend Lancaster County personnel policies so that poll workers constitute a separate classification governed by state election law and by the county board of voter registration and elections.
County staff explained the change. "Poll workers appointed pursuant to South Carolina election law shall not be considered temporary, part time, or full time employees of the county," a staff presenter said while walking council through the language. Council discussed whether this change would affect background checks or drug testing; staff replied such requirements would be set by the county board of voter registration and elections. The council approved the ordinance first reading (the recorded vote was 6–1 in favor).
