The council’s Environment, Public Works, Planning, Zoning & Development committee discussed Ordinance 26-05 to authorize Mannick & Smith Group Incorporated to prepare plans and specifications for water-line replacement and pavement resurfacing on Circlewood Drive. Engineer Kerber told the committee the Circlewood project primarily involves water main and pavement, not sewer replacement; sewer video inspection showed the sewers did not need repairs.
Construction for Circlewood was described as likely to begin in April 2027 and will require a temporary water supply during work, and Cleveland Water will assist in funding the water-line replacement. Committee members asked whether Circlewood was selected due to a high number of breaks; Kerber explained the city evaluates projects multi-year and submits requests to Cleveland Water based on multiple factors.
Ordinance 26-05 was advanced to second and subsequent third readings by the committee and placed on the council agenda for additional consideration.
