Planning commission lays out TAM and enhanced energy plan process to Select Board

Steve Harrington, representing the planning commission, told the Select Board the regional revisions to the town’s Transportation Asset Management plan — which now embeds an enhanced energy plan — are essentially editorial and intended to give the town standing to comment on consequential energy projects.
Harrington explained a two‑stage process: the planning commission must hold a public hearing and distribute draft plan copies to adjoining towns and state agencies at least 30 days ahead of that hearing. If revisions are required after the hearing the plan returns to the planning commission; once the commission completes its work it comes to the Select Board for a final local hearing and then a vote, preferably timed for the November ballot with a March backup. "The main utility of the enhanced energy plan is it just gives the town standing to speak on issues of energy development," Harrington said.
Board members agreed to review the document and coordinate scheduling for the required hearing notices and warning periods.
