The Fairview Park City Council voted on Feb. 2 to approve Ordinance 26-11 on an emergency basis, authorizing the mayor to enter into an agreement with Cuyahoga County Council to reallocate funds awarded to the city for a regional environmental improvement plan to support purchase and design of a new service department facility.
Councilwoman Greenfield moved to suspend the charter provision and council rules requiring three readings and to waive referral to committee; the motions passed by roll call. A city staff member said the county requested a quick turnaround tied to a county council meeting, explaining the accelerated schedule was to meet Wednesday’s county timeline. "This product is to reallocate funds to cover the purchase price of a new location along with design guarantees for the service department," the staff member told council.
Council members acknowledged the public’s questions about details but said some information remains limited while negotiations and grant conditions continue. During the public comment period, Stephen Ruhain asked whether grant money would cover environmental remediation and redesign costs; council members replied that questions were raised in an earlier executive session and that the council would pursue necessary clarifications. The ordinance passed by unanimous roll call vote.
