Council approved the ordinance unanimously, 4-0, after motions to read by title only and to suspend the rules. Administrator Jordan Daugherty characterized the paperwork as "housekeeping for ODOT LET projects" and Public Works Director Mike Hill clarified that water lines run in the road right-of-way while a separate sewer easement covers sewer lines; the relocation will involve moving Village utilities next year as part of ODOT's construction project. Councilman Dave Riggenbach requested three readings originally but ultimately supported emergency passage after discussion of timing and coordination with ODOT.
The ordinance will allow the village to formalize utility responsibilities and costs associated with the roundabout project; staff said related expenses for utility relocation will be handled during next year's budget cycle as needed.
