Staff pitches reinstating downtown Design Review Board to unlock grants and set aesthetic standards

Administrator Jordan Daugherty explained that a Design Review Board (DRB) would create more specific aesthetic standards for the downtown — materials, color palettes and similar design elements — and said many grants for downtown development expect such a body. "If grants/money are awarded for downtown development almost always there needs to be some sort of Design Review Board," Daugherty said.
Council members asked about prior resistance from downtown business owners, how the DRB’s jurisdiction would be bounded (by Council action similar to a DORA boundary), and how members would be appointed (mayoral appointment with Council confirmation). Daugherty said the DRB could be scoped to commercial downtown areas and would not apply to residential development.
