Lottery sales rise in FY26; commission told of bill to restrict bulk purchases

Lottery staff reported year-over-year growth in several lottery product lines and higher profit transfers to state funds. Director Michael Boardman reported draw sales for FY26 of $53,463,407 compared with $36,940,787 in FY25, an increase of 44.73%. Instant sales were $169,290,614 for FY26 compared with $167,432,114 the prior year. Total combined sales for FY26 were $233,262,045, up $18,047,832 or 8.39% over FY25.
Director Louis Luchini described a proposed bill to prohibit bulk purchasing of lottery tickets and to give the commission enhanced rulemaking authority on bulk purchases. He said a public hearing is scheduled for Jan. 21, 2026; Commissioner Julie Sheehan suggested staff consider adding an emergency preamble to achieve an earlier effective date and Luchini agreed to evaluate that option.
