Council enacts 2026 appropriation changes, approves $450,000 grant increase and $314,500 capital boost

At its March 10 meeting, the Highland Heights City Council enacted Ordinance 6-2026, approving 2026 appropriations with amendments recommended by Finance Director Smith. Smith told council the first change is "an increase to Fund 203, the Grants Fund, in the amount of $450,000," funds the city expects to expend and later be reimbursed. He also requested an increase to the Capital Improvement Fund by $314,500 to accommodate a revised road schedule and two additions: a $25,000 vehicle lift for the service garage and replacement of a damaged city-owned light pole.
Council also enacted Ordinance 8-2026 authorizing transfers and advances, including a General Fund transfer to the Safety Services Fund of $5.5 million and returns of FEMA advance funds ($37,939.15). Both ordinances were enacted as emergencies after council suspended further readings; motions passed unanimously. Finance Director Smith said the capital fund would still end 2026 with an approximate $900,000 balance even after the increases.
