Council told Horton recreation payments and state grants skew revenue; staff will normalize figures

Brunson told the council that several large, one‑time inflows distort the city’s general‑fund revenue trend and should be separated for analysis. “Our skip project, which is $5,000,000 where we got $4,000,000 from the state, and we put up $1,000,000 to do sewer line rehab,” he said, and he identified separate state appropriations of $5,000,000 (FY24) and $1,500,000 (FY25) dedicated to what staff call the Horton Recreation Complex.
Brunson said the Horton payments have begun to arrive—two $200,000 payments have been received to date—and that Horton will likely generate tournament and out‑of‑town revenues but also new operating costs. He cautioned council that “those spikes … are not a true picture of what our annual year to year revenue stream is gonna be” and said staff will normalize the charts and present a balanced budget at a special called meeting April 28.
