Council backs $30,000 BCTV capital reserve from enterprise funds to modernize equipment

Article 9 asked voters to establish a capital reserve fund for Bedford Community Television (BCTV) and WBNH radio and to appropriate $30,000 from the BCTV enterprise fund balance; the warrant states no tax dollars are requested. Councilor Kathleen Bemiss described declining cable-franchise revenue over recent years and efforts to diversify funding (underwriting and a 501(c)(3)). She said BCTV equipment is aging (about 13 years old) and needs replacement to maintain live broadcasts and streaming services for government and school events.
Bill Jennings, BCTV station manager, noted enterprise funds have been self-funding and that the reserve would use already-raised funds. Moderator Veilleux confirmed Article 9 will appear on the March ballot as written; a motion to restrict reconsideration passed.
Because the article uses enterprise fund balance rather than taxation, the council and presenters emphasized there is no direct tax impact for this appropriation.
