Sabattus board requires second access for KPM subdivision after lengthy traffic debate

Members debated whether to require the second access based on the ordinance traffic trigger (400 vehicle trips in a 24‑hour period) or instead on project phasing; the board ultimately agreed a practical, enforceable condition was to have a second, passable (graveled) access provided by the time the project advances to the fourth building.
During debate a board member read the ordinance standard aloud: "when the project's going to 400 or more vehicle trips in a 24 hour period, you must provide 2 or more separate points of access in and out," highlighting the legal basis for requiring a second entrance. Several members proposed intermediate measures such as a hammerhead or gravel access staged with construction; the board chose language requiring a passable gravel access (constructed to the plan's gravel width and subbase) before occupancy of the later phase and tied enforcement to the plan and to site monitoring.
The motion establishing the condition was moved and seconded and carried. The condition will be added to the project's approval language and the planning office will monitor traffic counts and phasing milestones as the developer proceeds.
