Planning board reviews KPM Realty housing proposal; DEP stormwater review still pending

The Town of Sabattus Planning Board continued in‑depth review of the KPM Realty subdivision and site plan, focusing on wetlands, stormwater controls, and landscape/vegetation impacts. The applicant said wetlands delineation and stormwater applications have been filed with the Maine DEP and that they have attempted to minimize wetland disturbance to roughly 10,000 square feet for necessary stormwater infrastructure.
"We have filed an application with DEP for stormwater management law license as well as a natural resource protection act," the presenter said, describing the DEP review cycle and noting that staff had provided the wetlands delineation and that Maine agencies were still in the review pipeline. Planning staff and board members agreed to accept several review subsections (including relationship to environment, signage and special features) as complete, while placing conditions on stormwater and surface‑water items pending state permit approvals.
Board members also pressed the applicant on landscaping, tree‑clearing limits and site buffering. The applicant said additional clearing would be limited to what the plans show and that a landscape plan and grading/erosion control information are included in the submission. The board recorded a conditional acceptance for stormwater-related sections: final local approval will be contingent on receipt of required state permits and DEP approvals.
