Reading City Council voted 6–1 on Jan. 29 to proceed with a proposed $27,000,000 bond and a tax levy in excess of the ten-mill limitation that the city plans to place on the May ballot. Motion to adopt the resolution was made by President of Council Pro-Tem Katie Eadicicco and seconded by Mr. Scott Thamann; the roll-call recorded Powell, Bronner, Bishop, Thamann, Kroeger and Eadicicco voting yes and Mr. Boehner voting no. "Until it’s on the ballot, there’s only so much information we can even get together and put out," President of Council Pro-Tem Katie Eadicicco said, adding the administration will host tours and information sessions ahead of the vote.
The resolution (2026-07R) establishes financing for a package of projects that administrators described as a municipal administration building adjacent to a new fire station, and capital replacements and upgrades at the city-owned stadium and track. Administration materials estimate the project cost between $25 million and $27 million, include contingencies, and describe a 28-year debt term. The city’s FAQ lists a maximum tax impact of "$206 per 100K Auditor’s Market Value for a term of 28 years," and administration said exact debt service will be set when bonds are issued. The council vote authorizes placing the financing question on the ballot but does not finalize contracts with the school district or construction vendors; staff said those negotiations will occur after financing is in place.
