Auditor Sabrina Smith told council these ordinances are typical at the start of the year to permit transfers that enable timely payment of normal payables and to accommodate audit processes. Each ordinance’s suspension of the rule requiring second and third readings passed on a 7–0 roll call vote; each subsequent adoption vote also passed 7–0. The ordinances were recorded as Ordinance Numbers 2026‑01 through 2026‑04 in the minutes.
