Council hears economic development updates; Target permit approved, Omega Beauty opening set for Aug. 1

She said the Harrison Town Center (Target) development permit was approved and lease signings were scheduled for the week of the meeting. Van Cleve also reported that Omega Beauty is set to open at Harrison Commons (the former Big Lots building) on August 1, 2026.
Van Cleve told council that a vote to adopt the Comprehensive Plan is scheduled for the June 16, 2026 council meeting. No public hearings or votes on the plan were recorded at the June 2 meeting; the announcement served as scheduling and status information for the public record.
