Brenda Wehmer clarified during the special session that the bond measure — if approved by voters — would authorize expenditure of public funds for capital projects but would not itself authorize sales or transfers of city property. "The bond issue does not specifically authorize any sale or transfer of property - that will be an item to be separately negotiated between the school and city Council," she told council members.
Wehmer said if the bond passes, the parties would proceed with negotiations and any resulting contracts would be returned to council with factual details for formal approval. Council members thanked Wehmer for the clarification and asked for assurance that detailed terms, including maintenance obligations, would be presented before any property transaction was finalized.
