Hull reported the city identified $300,000 in CDBG funding for the program year (with $60,125 or 20% for administration), and that the city spent about $72,018 from program year 2024 because some projects used leftover funds from prior years. He noted the Salvation Army, allocated $33,093 for mortgage and rental assistance, spent only $340 due to contract execution and capacity issues, and that staff plan to reprogram $195,405 from the 2024 allocation to a future alley reconstruction project once environmental clearance is obtained. The council opened the public hearing, heard no speakers, then unanimously adopted a resolution to approve the CAPER and associated actions.
