Plano ISD approves Murphy Middle School kitchen renovation GMP after cost questions

The Plano ISD Board of Trustees voted unanimously to approve a construction manager at risk guaranteed maximum price (GMP) for the Murphy Middle School kitchen addition and renovation, after the item was pulled from the consent agenda for discussion.
Trustee Sam Johnson asked why the cost rose since the board approved the CMAR delivery method in January. Johnny Hill, deputy superintendent for business, said the project includes a full HVAC suite replacement — “the boilers, the chillers, the RTUs, everything” — and that construction escalation has outpaced initial escalation estimates. Hill told the board, “So we have about $1,600,000 still left in our contingency.” The board also heard that interest income and earned arbitrage have helped offset bond pressures; Hill said about $85,000,000 in net arbitrage had been applied to contingency over the last four years.
Vice President Nancy Humphrey moved approval and Trustee Tara Lance seconded. After brief follow-up questions about funding plans and whether the scope had expanded (staff said no additional scope was being added for Murphy), the board voted 7–0 to approve the GMP. Board president Lauren Tyra confirmed staff met with the financial services team to ensure funding plans before bringing the item forward.
