"We have a 136 miles of major roadway," Owens said, and she explained the city's approach: identify defective concrete panels, replace them, then apply a thin asphalt overlay to extend pavement life and avoid full‑depth replacement that would close lanes for months. Owens said neighborhood repairs are handled on a call basis for small spots, contractors are used once an area reaches roughly 300 square yards, and residential zones are addressed through bond‑approved programs.
Owens said the orange areas on the city's map represent streets awaiting overlay once nighttime temperatures consistently reach about 55 degrees, and the blue areas indicate locations currently undergoing concrete repair and preparation for overlay. She directed residents to plano.gov/construction for an interactive map and progress videos.
The presentation included timing expectations (panels repaired and overlaid typically within 18 months to two years) and a goal that, after overlay, a road should not require major repair for about 15 years.
