House Bill 2278, presented to the subcommittee by the sponsor, would dissolve the local COPA structure for a regional health system and create requirements for Attorney General oversight and other safeguards as the COPA ends. Supporters argued the change would restore competition and accountability while preserving temporary pricing safeguards under Attorney General review.
Representative Hicks, speaking in favor of Chairman Hill's amendment, said the bill "sets a clear date of 2028 for the current COPA structure" and described the measure as "an important step towards restoring a more competitive patient‑focused health care system." Committee members discussed stakeholder work and amendments to preserve transitions for providers and patients. The subcommittee voted 8–0 to send HB 2278 to full Health.
