Board moves into executive session under Maine confidentiality law during adjudication hearing

During the Aug. 13, 2025 adjudication hearing, Board member Timothy McCormack moved, and Bradley Hamilton seconded, that the Board go into executive session during witness testimony under 1 M.R.S. 405(6)(F) and 10 M.R.S. 8003-B(1); Ahmed and Kane voted in favor and several members were recorded absent.
At the start of witness testimony the Board voted to enter executive session for confidentiality during testimony. Member Timothy McCormack moved that the Board go into executive session under 1 M.R.S. 405(6)(F) and confidentiality provisions of 10 M.R.S. 8003-B(1); the motion was seconded by Bradley Hamilton. The minutes record that Abdifatah Ahmed and Edward Kane voted in favor; members Emmons, Haar and Complaint Officer Norberg were absent.
The minutes record additional, later motions by McCormack (seconded by Hamilton) to leave and re-enter executive session on separate occasions when the licensee testified, again citing the same statutory confidentiality provisions. Those motions were recorded as carried (Ahmed and Kane in favor; Emmons, Haar and Norberg absent). The minutes do not include verbatim deliberations held in executive session, consistent with the cited statutes.
