She said stakeholder surveys and folder reviews were strengths and noted only two minor pre‑findings that were corrected.
Casal also explained a major state funding change: Texas is shifting from an instructional‑arrangement model to an intensity‑of‑services model that uses eight intensity tiers and five domains (curriculum/instruction, behavior, communication, independent functioning, personal care/health). She said Plano ISD must submit intensity tiers and service‑group data for every special‑education student in the PEIMS submission by Oct. 8 and described a local plan to hire roughly 40 experienced special educators to review IEPs this summer. "This is budget. This is important. This is bringing in money," Casal said, emphasizing the need for accurate, equitable scoring and campus verification.
