Public commenters urge site-plan extensions, regional water partnerships and warn on PACE; one speaker made criminal allegations

During the public-comment portion of the special recognitions meeting, multiple speakers raised distinct issues. Developer Jesse Wright asked council to direct staff to draft an ordinance amendment allowing a one-year site-plan extension for hardship cases and said he may request county funds be transferred to the city under an existing grant agreement. Wright referred to financing delays and a site-plan permit due in mid-August 2027.
Stan Johnson delivered pointed accusations alleging a criminal conspiracy involving council members and city staff and claimed the city was exposing residents to ‘‘sewage aerosol.’’ He said he had filed an affidavit with the county clerk and demanded resignations; the statements were presented as allegations and were not substantiated in the meeting.
John Dacko, a lieutenant with Brevard County Fire Rescue, urged the city to pursue federal, state and private grants, public-private partnerships with aerospace and defense employers (he named NASA, Blue Origin, SpaceX and Lockheed Martin) and to explore a Space Coast Regional Water Partnership to modernize drinking water, stormwater and wastewater infrastructure. He suggested converting golf-course properties to regional stormwater parks as one possible approach.
Dana Blakely (property appraiser) advised council to review the Auditor General’s audit of Florida PACE funding agencies and warned that PACE assessments are non-ad valorem assessments that appear on the property-tax bill and can create liens that may result in loss of a home if unpaid. She also noted the cumulative burden of proposed rate and assessment increases and reminded council that TRIM (truth-in-millage) notices and tentative millage setting are approaching.
The council did not take action during this meeting; staff noted these comments will be part of the public record as the budget and ordinance items move forward.
