Local economic development group urges close watch of state 'Mega Project' and Build Act proposals

Springer flagged two measures: a "Mega Project" bill that would create a Payment in Lieu of Taxes (PILOT) tool open to projects investing at least $100 million and the governor's Build Act, which would alter municipal zoning rules including permitting timelines, accessory dwelling unit rules and residential density. "KCAP is not taking a position on any of these bills," Springer said; he asked the board to monitor the outcomes because parts of the proposals could be folded into different bills before final passage.
The board took no formal position during the meeting but received the briefing as informational as lawmakers work on fiscal-year-end legislation in Springfield.
