Plain City officials oppose proposed annexation changes in HB 113 and warn of local impacts from HB 335 tax plan

Village administrator (Lofton) told council staff and members that the village submitted written testimony opposing House Bill 113, which the village views as an attempt to shift annexation confirmation authority to county commissioners and to change expedited-annexation thresholds.
"House Bill 113...is shifting some of the power to confirm annexation to the county commissioners," Lofton said, and the village said it believes annexation authority should remain with local home-rule bodies. Council members and staff discussed forming a joint letter with the local school board to convey shared concerns.
Lofton also flagged House Bill 335, a wide-ranging property-tax relief proposal that officials said would reduce local borrowing power and sharply curtail revenue used for police staffing and pool debt service. "If property tax is done away with or if it's reduced in the amount that this bill suggests, we'll have to make major cuts," Lofton said, adding that the school board planned a joint letter of opposition.
Council indicated support for coordinating written testimony and outreach with neighboring jurisdictions and the school board but did not take formal additional action in the public session beyond documentation of submitted testimony.
