District details Deer Creek Water Reclamation Facility plan, EPA sign-off and phased capacity goals

Mid-Ohio Water & Sewer District representatives presented an update on the Deer Creek Water Reclamation Facility and related transmission projects, telling council the U.S. Environmental Protection Agency has indicated it will approve the facility plan by July 31 and that loan approval is expected about Aug. 1.
"We expect, the EPA has agreed to approve our facility plan by July 31," the district representative said, and added that loan approval is the next major milestone. The presentation described a phased build: "the 1st phase is 5,000,000 gallons per day," with later phases adding additional capacity as needed and construction milestones for force mains, lift stations and a water tower stretching into 2027–2028.
The district also described schedule and coordination items: force-main construction is planned to begin in late August, four lift stations are planned along the route, and transmission and tower work are phased to align with developers and system interconnections. Council members and residents pressed on customer-service issues related to a recent billing-system transition; the district acknowledged implementation problems and said it has reverted to a previously used system while it reorganizes staffing and communications.
"We went to a new billing system early on in this whole process and realized that we probably leaned in the wrong way...so we slowed it down," the presenter said, noting the intent to improve responsiveness and outreach as construction and service changes occur.
Next steps the district outlined include securing financing, beginning construction on force mains and transmission lines, and continuing public outreach so residents in new neighborhoods understand connection timing and rates.
