Council reviews Mid-Ohio Water proposal for well on village land near Derby Creek trailhead

Village staff told council that Mid-Ohio Water & Sewer District has conducted a successful test well on village property east of Derby Creek and is proposing a permanent well and approximately 10-by-10 utility shed on that site.
The village administrator said the district will need an easement to move water across village land to its treatment plant and must complete permitting and EPA reviews before any lease is finalized. Council members raised questions about mineral and water rights under village land and whether water pumped from the site would then be billed to residents. "That's really the negotiation I'd wanna have is how far water," a council member said, asking staff to clarify terms for mineral rights and compensation.
Staff said the village legal team will review mineral-rights implications and that the district still needs federal and state permits. No lease was approved at the meeting; council asked staff to return with more detailed terms and legal recommendations before any decision.
If the project proceeds, it will require a negotiated easement, compliance with environmental permitting, and a lease or mineral-rights agreement that addresses compensation and long-term water capacity.
