Council discusses placing electricity and gas aggregation on the ballot; filing deadline noted

The council discussed a possible municipal electric and gas aggregation program after staff followed up on a prior consultant presentation. The Director told members that AEP and Ohio Edison are expected to raise supply charges this summer and that aggregation could protect customers who do not shop with competitive providers. The Director said staff had prepared an "apples to apples" comparison chart showing current rates across nearby communities.
Members pressed on mechanics: whether the program would be opt-in or opt-out, how signatures or filings work, and costs of placing an ordinance on the ballot. One council member noted a filing deadline of "August 6" for ordinances to appear on the ballot. The Director said next steps would include drafting an ordinance to place the question before voters, filing with the board of elections and conducting public engagement; the council did not take a vote at the work session.
