Staff proposes annual council-approved fee schedule to replace some zoning-code fees

Planning staff told council that many zoning fees have not been updated since 2012 or 2016 and proposed removing specific fees from the code and replacing them with a separate, council-approved fee schedule the council can update annually without code amendments.
Staff said the planning commission has approved the restructure and that a public hearing and first reading are scheduled for the first meeting in May. Staff noted some small residential fees (fences, sheds) would be lowered while certain development fees would increase. Council members voiced general support for a more flexible, annually reviewed schedule.
"Most of our fees are codified. They're in the zoning code... So in order to update these fees, we have to come to P and Z. We have to come to council," staff said, explaining the administrative burden the change would reduce.
