Council declares emergency to extend moratorium on mobile vendor licenses

Because several permit requests are waiting, staff asked for an extension while an ordinance is processed; the council placed Ordinance 11-2025 on first reading, voted to waive the second reading and declared an emergency so the extension takes effect immediately. Staff noted the ordinance is set for public hearing/first reading at the next meeting and second reading later in the month unless council waives timing.
