Council advances Fisher Homes' Noah Beachy Farms plan to second reading

Hillary, planning entitlements manager for Grama Communities, presented the Fisher Homes proposal for the property near State Route 161 and Cemetery Pike and described the plan as a mix of 130 entry-level 'Maple Street' lots, 82 designer lots and 32 larger 'masterpiece' lots.
"30% open space will be provided on the site when only 25% is required," Hillary said, emphasizing open-space and planned walking paths, two detention basins and neighborhood amenities. She also noted site constraints including Sugar Run Stream and a pipeline through the property and said one parcel is already annexed while a second parcel is undergoing annexation.
The applicant asked the village for three variances: extend the FTP expiration from 24 months to 60 months to await sanitary sewer extension; waive a required stub connection to the northern adjacent parcel (which may remain industrial); and allow blocks longer than 1,200 feet on specific roads to reduce dead-end streets. Planning staff confirmed a traffic study is underway and that sewer timing remains uncertain.
Chair moved to approve UD25-1 for first consideration; the council voted 6–0 to move the plan to second reading. The motion advances the plan but does not finalize rezoning or final development plan approvals; further reviews and technical conditions will follow at later readings.
