The Connecticut Housing Finance Authority Board approved a resolution on June 18, 2026, authorizing Phase 1 predevelopment work and a Phase 1 budget for a proposed redevelopment of CHFA-owned parcels at 999 and 1029 West Street in Rocky Hill. The resolution authorizes the Chief Executive Officer – Executive Director to commit and expend up to $500,000 from the Authority's building maintenance capital budget for initial predevelopment activities.
The motion was made by Heidi DeWyngaert and seconded by Gregory Ugalde and was adopted by roll call; the minutes record that Mr. Sean Williams voted against adoption. The resolution frames the work as a phased effort to replace CHFA’s corporate office on the 999 Parcel, locate a replacement office on the 1029 Parcel, and explore potential affordable-housing conversion of the 999 Parcel. The resolution empowers the CEO to modify terms as needed and to take actions consistent with the Act and the resolution.
