Service Director Matt Hiscock presented Ordinance 26-039 requesting a $1,550,000 supplemental appropriation in the general capital improvements fund to cover further items for the Downtown Infrastructure Project. He said Council had discussed possibly splitting the amount between cash and debt—an example split of $750,000 each was referenced—but the design team lacks 60% design and exact numbers are not final.
Council Member Zach Berger questioned making the item an emergency and pressing for an immediate vote without a clear debt-vs-cash breakdown. Berger also raised concerns about prior resolutions limiting borrowing and said the Council was "plainly ignoring" those resolutions by moving forward without clarity. Hiscock responded at length that the downtown work meets the resolution’s public-need criteria—traffic signals, pedestrian crossings, bump outs, improved parking and sidewalks—and urged action: "You just have to vote now."
Council ultimately moved the ordinance to second reading as several members signaled urgency to keep the project on a summer schedule; staff said a final decision about debt issuance would return to Council with CMAR selection and GMP figures.
