Economic Development Director Tom Morris described Shadow Creek as a proposed 240-unit planned unit development north of Briar Road between State and Hartman; he said the project mixes larger estate-size units with smaller units to provide product variety and maintains density under three units per acre consistent with R1 zoning.
Morris said the rezoning requires a planning commission recommendation and a Council public hearing, and staff expect the developer and Mr. Kaiser to present concept maps and answer questions at the April 7 hearing. Council moved the rezoning to second reading and scheduled the required public hearing.
