Wadsworth narrows 2026 sidewalk program, readies assessments for 2025 work

Council reviewed two sidewalk ordinances Feb. 17: one to levy roughly $59,000 in 2025 assessments and a second to advertise the 2026 sidewalk program with a reduced $250,000 budget and potential $75,000 Medina County CDBG support.
Service Director Matt Hiscock told Council the ordinance levying special assessments would capture about $59,000 tied to the 2025 sidewalk program, and property owners could either pay by May or split payments over five years.
"Assessments are part of the Ohio Revised Code process and are not unique to Wadsworth," Hiscock said, explaining statutory payment options. He also presented the 2026 program and noted budget adjustments: "based on budget discussions, we reduced the normal amount from $350,000 per year to $250,000 for the sidewalk program," and the City is pursuing a possible $75,000 Medina County CDBG grant to augment the plan.
Council Member Angela May asked whether the program covers frequently flooded sidewalks; Hiscock said the program addresses heaving or panels greater than three-quarters to one inch and specifically addresses city-tree-caused heaving, not flooded sections. Council President Dan Rospert directed Council Member Chris Maxwell to move the ordinances to second reading.
The two ordinances were moved forward for additional readings so Council can finalize scope, funding and homeowner notification before any assessments are levied.
