The Bond County Board voted unanimously Aug. 19 to delay a decision on the countywide 2026 health-insurance plan until a special meeting scheduled for Aug. 26, 2025. The motion to table the matter passed 5-0 after presentations by brokers and questions from county employees.
Representatives from Snedeker Risk Management (Kevin Kern and Jason Booth) presented material arguing for continuing the contract with HopeTrust and supplied a rating and performance history for that plan. Bill Schmaltz, president and CEO of ECG, later presented ECG’s alternative health-insurance offerings and contrasted them with HopeTrust. The minutes record that “several employees were in attendance with questions and concerns.” The board approved the motion to table the decision on a motion by Wes Pourchot, seconded by Jacob Rayl, by roll-call vote 5 ayes, 0 nays.
The delay gives board members additional time to review performance data and employee concerns before making a final selection. The health-insurance item will be revisited at the special meeting on Aug. 26, 2025, where the board may vote to select a vendor or continue discussion. No formal award or contract was approved at the Aug. 19 meeting.
