Plain City leaders outline Zone 1 sidewalk work, Safe Routes grant for West Avenue culvert

Village Administrator Lupton said the village will move forward this year on Zone 1 of its sidewalk maintenance program — defined as streets west of Chillicothe and north of Main Street — beginning with complete panel replacement at selected properties and then grinding and remediation to make sidewalks safe.
"Zone 1 is West Of Chillicothe and North Of Main Street…The 1st part, we'll be doing complete panel replacement at a couple of properties," Lupton told the council, adding that property owners have received letters about required work and that the village will assess whether to repair some sections within budget or recover costs from property owners.
Lupton also said the West Avenue culvert project has been approved for funding through a Safe Routes to School grant; engineering work to meet ODOT standards is expected to take most of the year, with construction targeted for late 2026 or 2027 depending on right-of-way and ODOT scheduling.
"The West Avenue culvert, we were waiting on the grant…We're at the subject of the grant cycle, but it will be fully funded," Lupton said. The administrator said residents can find sidewalk zone maps and report problem areas through the Public Works pages on the village website.
Council members pressed for clarity on timing and funding; staff said they mapped conditions with GIS to estimate year-one costs and that the village budget includes money for panel replacement this year. No formal vote or budget amendment was taken at the meeting.
