Torrance County ratifies employment agreement for Deputy County Manager Misty Witt

County Manager J. Jordan Barela told the board that, at its previous direction, staff revised the Deputy County Manager job description to add oversight responsibilities for the Finance Department and included an organizational chart showing the Assistant Finance Director and Chief Procurement Officer reporting to the Deputy County Manager.
Barela said Exhibit A incorporated duties from the former Finance Director job description; he also said the Grants Administrator would report to the County Manager to better coordinate grant-funded projects. The board then ratified an employment agreement between Torrance County and Misty Witt that was executed Oct. 11 with a start date Oct. 14 and a two-year term. County Attorney Michael I. Garcia confirmed he had reviewed the agreement. The motion to ratify carried on roll-call vote (Schwebach absent).
The changes formalize interim arrangements to centralize finance oversight under the deputy manager and establish reporting lines ahead of recruiting for a separate finance director role.
